SugarCRM: Permissions issue importing updated records

I got this error while importing updated email addresses for existing contact records:

The record could not be updated due to a permissions issue

This happened for just ten records out of three thousand, and I was logged in as an administrator, so there should not have been any real privilege issues.

The answer was that the records being updated had been deleted in the CRM. SugarCRM was attempting to create new contact records with the IDs supplied, but the old deleted records were still there in the database, preventing the new records from being created.
